LOL
How do you expect people to register if they do not know what you OFFER?

First thing you need is a REASON for someone to join. Right now there is nothing there but a default phpbb forum. No design to give the user a feel for your site. They go there now and think, "Oh a phpbb forum". So step one in my opinion is to get something unique visually, or at least change the phpbb logo.
Ya whats it about? lol, ovbiously teens, but weres the first posts. People dont like to look at nothing. It has to have 5+ posts and something interesting to talk about. Try the over talked programming, anime etc. People will start talking.
Also teens well most teens arnt perfect any more, your board seems very clean.
