Trouble accessing some secure pages

I have a problem that I have yet to resolve. I can not access some pages that requires signing in to view (hotmail account, other Microsoft.net pages, bank, etc., but it will allow me to sign in to this forum and other "low security?" pages) and it will not allow the IE update page load. It gives me "page can not be displayed" message and the IE update gives a 0x800C0005 error message.
I have tried to troubleshoot through the microsoft site as well as on my own and with other computer literate people. Please help.
I am running win 98se with a DSL connection -- problem started unexpectantly and have reloaded win and IE with no help. DSL troubleshooting did not find anything. I have not installed anything on the (Dell, P3) computer in over a year b/c I have been using a laptop instead.

I know this May sound silly, after a reinstall, did to me, but worked. Check Your Time and Date carefully, otherwise, did ya get to This Microsoft page?
