web development agencies' app of choice?

As a some time Drupal (http://drupal.org) implementer, I'm wondering whether other web development shops recommend content management systems to their customers. Especially if they have specific reasons for not taking the CMS (or Drupal!) route?

(I'm looking to develop a service targeted towards the Drupal user community and am just trying to assess its uptake obstacles.)

paid CMS like vbulletin have got more features, more secure, easy to use.

Thanks for taking the time to share that ithelp! A quick followup - did you evaluate Drupal and discard it in favor of vbulletin? Or was Drupal not even on your radar?
