You can't use any other program (ie Yahoo Publisher Network) that resembles the AdSense format.
There's www.chitika.com for CPC to advertise various products. It's tailored towards Web 2.0 sites such as blogs and forums.
And then if you run a content-rich site there are Vibrant Media (aka IntelliTXT) and Kontera, which both do the little double-underline popup thing.
