The Device File no longer exist. What to do?

I logon with my Win 98 and read:

"The device file no longer exists. C:\PROGRAM"\1\CARBON"1\ccw32.vxd
Try reinstalling it."
What, were, how to install...

Background:
I could not Scan or Defrag my C-drive more than 5%...
I lost some stuff when cleaning up and moving files from C to WebPublishingWizard which I cannot find anymore to move stuff back to [C:].
Why did I do that? No comment! But, I can scan & defrag again successfully.

My next question is why doesn't my WS_ftp95LE program work no more... I can't update my website. What to do?

What exactly doesn't work? Do you get any specific errors? Giving us as much information as possible will help us get you sorted most quickly.
