Have IE prompt for username/password??

Ok, I've had this question before.... but didn't get much replies. I was wondering if there was a way to have IE prompt for a username and password before allowing users to use IE. If there IS a way to do this, please tell me. I don't care what steps are involved, or even if u totally have to reinstall ie altogether. Just wanna know if theres a way. THANKS!!!
