problem starting up from install disk

I'm trying to repair my hard drive via disk utility from the install disk. The only problem is, when I start up from the cd everything freezes and white horizontal lines appear halfway down the screen. I'm trying to repair the disk because disk utility's "verify disk" gave me a "disk needs repair message" even though nothing seems to be wrong. Is this a problem with the install cd or my hard drive?

Do you need to format the disk, recover the partion or to repair bad sectors? Have you tried other utilities that has brought the same problem?
