My Iphone only works when connected to power via DC USB block.?

It wasn't jail broken still had the latest Iphone OS. Now it only comes up when I connect it to the power block, but its in recovery mode. When I unplug it I shuts down completely, and my PC wont even come on when I hook the USB to my laptop. Any suggestions on how to properly recover it? Its a 16gb 3GS,
