iPhone account locked

When I updated the OS to 4 from the iPhone 3gs through iTunes, it backed up all the apps. But suddenly for some technical problems, i could not reboot the pc...so that pc got entirely ruined...but somehow, through another pc, i updated the OS to 4 but i get a message that my account has been locked!

you can download only one os to the iphone from one account so your account is disable

you must create new account then you can do thing with your iphone
