cant get to boot CD

I bought a imac g4 from my university with no OS (the flower pot one). I tried putting tiger on it but I cant get it to boot from cd. I have tried holding the c button but it doesnt work. All it does is flash the folder and ? and nothing else. Any ideas?

G4 iMac Tiger installation

As you can see from these requirements,Mac OS X generally supports hardware several
years older than the latest version ofthe operating system.However,older versions ofMac
OS X do not support hardware that is newer than when the operating system was released.
In other words,you may come across a Macintosh that’s newer than the Mac OS X instal-
lation disc you’re trying to use.Ifthis is the case,the installation disc will fail to boot or
refuse to install the older operating system.
