Process Manager for linux

hi everybody,
i have choosen a project as my fyp,the project which can change the priority of any process. It is just like nice command. So can anyone suggest me how to proceed in this project. the reffrencial book if any.

The nice command does what you are asking and top is a process manager. I don't understand your goal.
