external cd drive does not always mount

hey guys
it is good to be here. i have this problem that always occurs. the problem is that sometimes when i connect an external hard drive or cd/dvd drive it doesnt always mount. therefore i am sometimes forced to restart my machine a few times before it mounts. can someone please help on this issue so that my external drives can be mounting when attached to my machine.
