Hey all

Im new so if this is in wrong place sorry, im trying to donwload 3DRAD to use for Virtual Sailor, when i click downlaod this comes up

That error is on the server that you are trying to download the file from. Essentially the permissions on the file (likely /var/www/html/getdownloadlink.php) are incorrect.
Unless you own the server you are downloading from, there is nothing you can do about it.

what is the chmod of your download dir? and also the uid and gid of the dir?

Ennoil is Correct. This is a server side issue. Unless it's yours, you cannot do anything about it.
