Why Fedora 18 onward cannot boot to windows 8 as earlier versions fedora were doing it perfectly.
Who is blocking this multiboot options? Fedora or Window 7/8 ?

What do you mean 'boot to windows 8'?

Did you install Windows 8 after you installed Fedora? If so, then the Windows installer munged your grub boot sector. You might be able to recover it, but no guarantees. This may help: http://wiki.osdev.org/GRUB

install windows first then install linux
i prefer to have 2 hard disks one for windows and one for linux
