Error notice "Explorer,this program has performed-----

When I start Windows98se,all my icons in status bar next to time,are visible . When I try to open any icons on Desktop: There is this notice "Explorer.This program has performed an illegal operation and will be shut down.If the program persists,contact the program vendor" This refers to the Windows Explorer NOT the internet explorer.The first time this occurs all my status bar icons disappear, with the exception of the Anti virus icons (avast) and volume control. This error message is repeated every time I want to open program on Desktop,before opening the program. This is annoying but I need the icons on status bar as I have no other way to open these programs> one of these is switching between English/Hebrew, which is essential for E-mail and 'Words'. I checked on Google but no one seems to have the answer. Yes,I want to change to XP,and will write a further thread on likely problems. I will be grateful for any solution to this letter.
