Missing Mailto Protocol Reg File

MS IE 6 is supposed to create URL:Mailto Protocol as a Registered File Type in WinXP. Without it you can't automatically access OE from an IE e-mail URL. I've re-loaded the latest version of IE 6 but bug remains. Any ideas out there?

The easiest way to fix this issue is to make Outlook Express your default mail handler. To do this, launch Outlook Express, Click Tools->Options. Then in the Default Messaging Programs, make Outlook Express the default mail handler.
