msoeres.dll problems when starting OE

I run a Dell Inspiron 7000 on 98se, IE6, broadband.

I am unable to open Outlook Express, a window comes up saying; "OE could not be started because msoeres.dll could not be started" OE may not be installed correctly.

I have downloaded the latest patch, service packs and re-installed OE. Have run Scandisk and there are no errors, no viruses etc.

Has anyone any idea what the problem is and what the solution might be?

Have you tried running an IE repair, start, control panel, add/remove programs, look for Microsoft Internet Explorer and Internet Tools. Click to hilite and click add/remove. You should then get the option to repair. This will repar IE as well as OE. Just my 2 ยข
