Help! I can't open my link in a new tab :(

I'm using the new Internet Explorer 7.0, but when I right click on a link and press "Open in New Tab", it always open in a new window. My Tab settings is already "open links from other programs in: a new tab in the current window". Anyone know the problem? Thanks in advance:D
