You have a few things there that need removing...

Run HiJackThis, click "Scan", then check(tick) the following, if present:
O4 - HKLM\..\Run: [Jammer2nd] C:\WINDOWS\Jammer2nd.exe
O4 - HKLM\..\Run: [dqlyl] C:\WINDOWS\dqlyl.exe
O4 - HKCU\..\Run: [ClockSync] C:\PROGRA~1\CLOCKS~1\Sync.exe /q
O16 - DPF: {56336BCB-3D8A-11D6-A00B-0050DA18DE71} (RdxIE Class) - http://software-dl.real.com/084081b...ip/RdxIE601.cab
Now, with all windows closed except HiJackThis, click "Fix checked".

Locate and delete the following item(s), if present. Make sure your able to view system and hidden files/ folders:

Note that some of these file(s)/folder(s) may or may not be present. If present, and cannot be deleted because they're 'in use', try deleting them in " Safe Mode ".

Reboot.

Download, install and keep updated, SpywareBlaster . If you've installed it for the first time:
1) Check for any available updates; if present, they'll be automatically downloaded and installed.
2) Next, "Enable all protection".

is there a specific disk i should have in it???
I would say yes, but I do not know what. Who created the shortcut? I would just remove the shortcut from C:\Documents and Settings\user name\Start Menu\Programs\Startup

Try clearing out your cache and cookies first. You may lose some passwords by clearing the cookies, so make sure you know them first :).
Try running IEFIX.htm which will repair IE and run a System File Check.

It may be a security setting in IE. Try setting them to the default settings. Have you tried another browser to see if you have the same problem?
Close IE and go to Start > Run and run the following commands one after the other, each line followed by 'enter':
regsvr32 shdocvw.dll
regsvr32 urlmon.dll
regsvr32 comcat.dll
regsvr32 actxprxy.dll
regsvr32 Shell32.dll
regsvr32 Oleaut32.dll
regsvr32 Mshtml.dll
regsvr32 jscript.dll
Run each line individually. After each run, you should see a short message stating the command was successful. Reboot.

If you have the same problem on different browsers it sounds like something else on your pc. It's something I am not yet familiar with, so I will ask one of my colleagues here to jump in.

1. For the problems you're having with the ".dll" files, try running the System File Checker. It will scan your system to make sure you have good copies of the core Windows system files installed, and will tell you if any of the files or missing or corrupted. If it does find missing or corrupted files, it will prompt you to insert the Windows installation CD and will pull fresh copies of the files from that disk. More detail on using the Utility in Win 98 can be found on this page at Microsoft's support site:

2. For the problem you're having with the one web site, try this:
Open an MS-DOS window, type the following at the DOS prompt, and then hit Enter:
ipconfig /flushdns

I do have some more suggestions, but I don't have time to gather them together and post them right now.
I'll flag your thread for follow-up, but please feel free to post a response here if no one has gotten back to you by tomorrow afternoon. We don't want to forget you, but threads can fall through the cracks....
