Wiping out the hardrive

I have an old windows desktop pc. My children have taken over it, and accidentally installed a myriad of software/viruses.
At this point, it freezes about halfway before all the desktop icons appear. My desire is to wipe the whole thing clean. And then reinstall the OS.
Although, I have no idea where to start, or the steps involved. I just know...thats what i want to do. Can someone tell me each step necessary to wipe out the harddrive, and reinstall a new OS?
