is this spyware/adware?

My step father is having a problem with his computer. His computer keeps changing his IE homepage to www.gopher.com even after changing it a billion times, and pop ups are taking over even tho a popup blocker is installed. Ran spybot, and virus scanner and nothing... HELPPP
