Cannot change my start page

I tried everything. I go to Microsoft Internet explorer while on the page I want to keep as my start page, I click "current," apply and "OK' and restart my computer, but I keep geting Toshiba as my start page. I just bought this Toshiba laptop and it seems that somehow Toshiba has hijacked this operation, or I got a virus. I have Norton with "Spy Sweep." I did notice one very bad hijacking virus that has been quarantined. Spy Sweeper caught it right away. I am looking for suggestions--Paul Watrous
