popups,windows installer error when starting apps

Whenever I start Wordpad, IE, or Outlook the windows installer window comes up. When I am using IE I get many popups, mostly from "only the best". I have had a popup blocker installed but it quit working. Additionally, my default web page will not stay set. Each time I open IE it opens to some other page. I am attaching a hijackthis log for your examination.
