I cannot open my registry and task manager

I am not able to open my registry and also task manager on my domain machine. Task manager button is disable. but when i enabled it through some ways and press it window of task manager disapear in a friction of second the same situation is with registry when i give command at run-regedit. I downloaded the latest defination of Nortorn anitvirus and try to scan it but scanning is very slow and computer speed is also very slow. i also download and run Spybot S&D it finds some spyware but not able to solve my problem i m very worried. i need this solution badly . I would be thankful in advance for this reply.
