Desktop Icons when click on will make duplicate shortcut

My sons laptop computer is doing the following.

When he click on a shortcut on my desktop it will make a new shortcut icon.

Also when he is in explorer sometimes it will work other times is just does nothing but only shows the hourglass.

Please Help

Now Mar 08 I have same problem and joined this group in hope of an answer-seems nobody interested in presenting one!
