Slow Internet

Hello there. I really like your site! I'm a 13 yr old Korean studying in SE Asia.

Currently, I'm having some problems::
1. Slow Internet connection :: I have tried S&D
Well, not really but sometimes, the connection 'freezes' and then I have to reconnect or even reboot the computer.
For example, I am downloading a patch through a patcher program and the progress bar doesn't even start, while 'connecting' works. Basically, logging on to the server is kind of easy but you can't download anything. However, I can download things from IE.
2. Some weird programs running in the background such as WUAGSMD.exe something like that and SYSMONXP.exe and SGRSMD.exe something like that...are they bad?!

I think I know what's going on with some of the lagging. If I look at my Internet status, my SENT information is ten times higher/faster than my RECEIVED information. This causes awful lagging in games because you cannot send any information to the server. Any ways I can solve this problem?
