We have no idea who you ISP is now ,so answering that question would be really hard !
Let me just say that if you are on dialup modem now and change to Cable or DSL the answer would be Yes .

your DSL uploads would actually be faster than Cable, DSL is same upload and download and Cable is huge download and slow upload. Satalite though hard to configure i believe is a slow upload time that is actually delayed about a second.
