win 98se not shut down only restart

My pc is responding to retart command only but not in shut down command and start in dos mode command.It hangs in the the midway with the message"windows is shutting down".My pc is p3 with win 98se ATX.
Please help.

Try right clicking on any icons down by the clock and exit them first ,one of them may be causing it ,Also I have seen computers where a mouse or keyboard would do the same thing
