Problem shutting down W98se

I am a user of W98se.

I have problems during shutdown from pc Startup menu. It does not work. Pc remains running, and only button shutdown works, but during start up a Scandisk is performed.

I have done some trials eliminating processes and I have checked that eliminating STIMON, shut down does work fine.

I know that stimon is a Windows process for scanners and similar. I have a HP one.

What can I do in order to do shutdown works well, but without eliminating manually stimon process?
