Eject hardware for Windows 98

I'm trying to get the Eject Hardware facility on my Windows 98SE system. I understand I need to install hotplug.dll to get the Eject Hardware icon into my system tray. I have downloaded hotplug.dll but how do I install it?

Windows 98's shell (explorer.exe) is not written in a way like Windows NT Platforms.
You cannot register that .dll in windows 98.
