Small problem with Run... command

Running Win 2K SP4. My problem is that when I click Start-Run... and type in a program name such as regedit, I get - "Cannot find the file 'regedit' (or one of its components). Make sure the path and filename are correct and that all required libraries are available." Yet regedit does load. This happens for every program I try to run, even associated file types (eg. .txt, .ini, ect.). This is extremely annoying especially because it happens also when programs call other executables. However, directly clicking on a file does not cause this error. Any help or insight is greatly appreciated.

The registry key mentioned in that post is fine. I can start programs, but it says it can't find them. I'm stumped. Any more advice? Thanks BTW...
