cd rom drive not listed in My Computer

I recently bought a used computer with windows 98. It has a floppy drive that works and a cd-rom drive that doesn't. When I turn it on, it recognizes the cd rom drive, but when I put a cd in the drive it doesn't do anything and there is no drive listed in My Computer or in the device manager. What do I do?

open box and make sure that your IDE and power cable is firmly connected to your drive and mobo.also go into BIOS and run all detections on IDE cabling.did BIOS detect it did it work in windows??
