COmputer stops responding at startup

My computer stops responding at start up. I can get it to the windows XP screen where u see the green back going across the bottom but i cant get it any farther then that. it does it when i try to resinstall windows it does it when i try to do safe mode.. everything. I tried swapping out my ram and i tried swapping out my video card. i need help please... any other information just ask and ill give. thanx in advance for your help.

- what is the model of the computer?
- When you reinstalled Windows did you delete the previous partition and create a new one? If not then do it again and blow away the previous partition...set up a new one using NTFS and try it again.
