ISA 2006 web page redirect

hi, does anybody know ISA 2006 and how the web page redirect works? at our office we have isa blocking pages. so i suggested redirecting them to a html page that i knocked up so that our users would know that they are not to access specific site during work hours. But when we put the link in for the redirect, (the page is stored on the local server) we get a "Error Code: 400 Bad Request. The data is invalid. (13) " error.

can anyone help?

No replies, i am just wondering if the web page needs to be sitting on a web server?

i have found out that you can edit the default error pages, but my superior is a little bit reluctant to do this....
