Run command missing

When I click on the start button on the desktop taskbar, I do not find the Run command. I started the 'Secondary Logon Service' and clicked 'start' on the Action menu. But it does not bring back the 'Run' Command. Please help me, by suggesting what to do to bring back the Run command. Thanks, manitm16

...and if you rclick the Start button, > Start Menu tab, customize button, Advanced tab, scroll down and check that box... what happens?
