anyhow, in the older versions of Samba you had to tweak it to match the ethernet speeds. if you can post the smb.conf file here it would help.
also, when experiencing weird networking speeds in windows the first step to take is to run "netsh winsock reset"
also, you can try to play with the NIC modes, the switch ports and cables, swap NICs
