When your system crashes and you manage to rescue files from your hard-drive they are usually automatically named FILE####.chk and you don't know what file is picture, what is program, what is video etc.

I only used ACDSee (older version) because it recognizes media files automatically no matter wrong extension, but I had to improvise for ZIPs and RARs and what not.

SO:
What program is the best for this job - what program can recognize all file types? (FAT system)

I used to use IRVANview as a good all round viewer.
