Unable to see secondary DNS server in DNS mgr

I have two DNS servers, both on the same domain. If I log into the DNS manager on the primary server, (or what is supposed to be the primary) it is showing the secondary server, but I am unable to access it. I get a message saying I don't have the permissions to access the DNS server. Both are running Windows 2003 server. Any ideas as to why this is?
Another question: if a DNS server is supposed to be primary, is it supposed to have its own IP listed as the primary DNS in the TCP/IP settings? I've viewed the records for both DNS servers, and both have SOA records for themselves, which is making me think BOTH are set up to be primary? They point to each other in TCP/IP settings for primary DNS. I though the secondary DNS server should have SOA of the primary. Please help me get this sorted out. I appreciate it much.
