internet connection

I can browse the net but when I will download a software there is an error. "The Internet Explorer cannot display web paged...What you can try: Diagnose System problem...more information" I tried to diagnose it and the system do not see any problem. SSL and TLS protocols are enabled. What can I do to fix this problem?thanks

I can download zip files, doc files and any type of file except executable files from any site.

that usually happens for security reason ,someone or something is blocking them from downloading exe file ,my daughter is at university and they block exe. i have to zip things i send her,so maybe something like that going on for you!maybe your isp is blocking the exe's
