Cannot access Add or Remove file from Control Panel in Windows XP

I cannot access Add/Remove but other files listed in Control Panel still function. Please help. Thanks!

Click Start-> Run...
type the following in the box: appwiz.cpl

Does that open the Add/Remove application?

not good

i have the same problem , that opened the add remove programs . i cant get into my security center,or control the volume and many other things. what is going on? my spy ware isnt working correctly , cant get it to scan ,cant open programs from my desktop by double clicking
