highlighed icons

for some reason my icons are highlighted
for example when i have my background set to "none" the are fine but when i change it to anything elce they are highlighted the color of the "none" background
this is something new its never happened before
some help plz

Firstly what version of windows and what GFX card and driver are you using. Did this problem just occour out of the blue or did it happen after installing and new program or making a system change? Also tell us are the icons greyed over like if you were to highlight them with you mouse.
