You might wish to expand a little bit more on what you are trying to do here, and a bit more on the Strong dc++ protocol. From what I see, it is a peer-to-peer network scheme.
i want to limit the upload speed of the transfer rate ,and i heard that can be done from gpedit.msc,i use strongdc++ for download from the metropolitan network(peer to peer network),i'm novice and this is all i know
