windows XP home sockets error

I got a dell dimension 4400 into fix and I can't get online. It was loaded with spyware. I removed it. but still could not get online doesn't even find the network. I went to a command prompt in windows and typed ping 127.0.0.1 the machine came back with this error "unable to initialize windows sockets interface, error code 0" any ideas? Network card fried? windows says their isn't a problem with the card. the machine is roughly 2 years old and probably has never been reloaded. time to reload and start from scratch? please let me know asap as this is a customers machine. thanks
