edit critical system services?

i recently had a computer with some heavy virus damage, i removed the viruses, then restarted and xp just loads... and loads.. and loads, i remember getting a svchost error when i could get in, so i think hte virus has labeled its process as a critical system service, and now that its removed, the service never loads, so the xp boot never completes, so is there a way to edit the critical system process list from a boot cd utility such as mini xp or the tools found on hirens boot cd?

safemode ONLY boots critical system services, and it just stops in the middle of loading the .dll's
