Dont see "active x" downloads

When Windows need to download a activeX file, I dont get the download (tab line never shows).

Do anyone know why and what I can do to fix this?

I have SP2 and must have messed up some security settings.

Go to Tools, Internet Options, select the Security tab, click "Custom Level...", and see if anything under the "ActiveX controls and plug-ins" section is set to Disabled. If anything is set to Disabled, don't change it to Enabled; rather, change it to Prompt.

Thats the strange part. Nothing is disabled, but the pop up blocker.
