100% cpu usage with explorer

I have an Intel celeron 700 MHz with 384 of RAM.
I installed Windows XP and before installing any software at all whenever I start Internet explorer, I see the CPU usage becomes 100 % by the explorer.exe while the memory usage remains at 120.
Any idea what can be causing this ?

scan for viruses and spyware with antivirus and antispyware ... make sure there's nothing in windows startup.
