problems with reading video files

Hello!
My laptop has a problem with reading video files whether they are read directly from DVD or downloaded to the computer: divergence of sound and image, some second delays or slowing down of display, also it can be broken sound going with noise. These are not regular and it does not come up all at the same time but it is evidently getting worse.

More: today I have downloaded Chopper XP to cut samples from VOB files for Power Point. After that the computer stopped playing both DVD and downloaded files at all. Power DVD closes file in a few seconds and Windows Media Player and BS Player even do not open. I have uninstalled the program but it did not help.
