windows 2000...keyboard doesnt respond????

hey all...please help....i have a laptop...ibm. i used fdisk to clear the hdd, then i formatted the drive...it said .16M were bad sectors. i dont know if that has anything to do wit the problem though. i ran my 2000 cd....it copied all the files fine then restarted. when it gave me the screen to either press enter to install windows, press F3 to exit, or press R to repair, my keyboard became dead. any idea why it does that? oh my mouse also acted irratically when i had 98 installed if that would be a factor. thanks for the help all!!!!

i dont believe its a hardware problem because the keyboard works in any other circumstance except for this screen
