looking to remove user access to specific program

Is there a way to remove access to a program for a user within the shared folder? Example: would like to remove the aol program for a specific user - can't just block the website since it is a program for the aol messanger. Parental controls can only do so much. I have that down alright with regular websites. Do not have aol as my server so I don't have all their features. I don't want to remove it from the computer completely since other users are ok to access.
