CD/DVD units stop running with XP home

I have this old machine, an Emachine T-2200 w/AMD Anthon processor. Running XP Home. Unless I leave blank discs in the drives when turning on they will not work at all. The system sees them but no action. Has anyone experienced this??? I have tried everything I know of.
